Breakwater reinforcement works

Kia ora,

As part of the ongoing Breakwater strengthening project, we have made significant progress in 2024. This year, we planned to place  about 630 Akmon concrete units on the breakwater. So far, approximately 330 units have been installed during phase one, in September.

We’re now gearing up for phase two, which will begin on Saturday 7, December through to Friday, 20 December. This final round will focus primarily on the northern end of the breakwater and is expected to cause minimal disruption to port traffic. Unlike phase one, there will be no road closures; however, traffic management measures will be in place intermittently to ensure safety and efficiency.

With this round of placement largely concentrated at the northern end, we anticipate even less disruption to daily port operations compared to the previous phase. The port’s traffic planning team and all relevant stakeholders have been fully briefed on the schedule and logistics, ensuring seamless coordination throughout the project’s final phase.

Note: The above image shows the full scale of works. Stage one of the works was completed in September. Stage 2 will take place from December 7.
Why is it happening?
The main breakwater is critical for the protection of Napier Port. The main breakwater was constructed in stages, commencing in 1886. Originally armoured with concrete blocks faced with rocks, in the last 50 plus years the breakwater has been armoured with akmon armour units.

An akmon is a large, 13-tonne concrete unit used for breakwater and seawall armouring. They are designed to absorb the energy of waves and protect the port from erosion.

What’s involved? 
A specialised crane will lift the akmons, onto the breakwater to reinforce it. All units will be delivered by truck & trailer directly to a 250-tonne crawler crane. The crane will lift each akmon in to its designed location, and will be disconnected using a remote release crane hook.

When is it happening?
The reinforcement work is taking place from Saturday, 7 December, and expected to be completed before December 20.

Stay up to date with these communications and follow on-site signage
There will be minimal disruption to traffic, but on Saturday 14 December, there will be stop/go traffic management in place in the Southern Zone, near Shed 10.

Please see traffic management plan below which will be in place from 3pm, Friday December 6 . Revised routes will be communicated and will be clearly marked with cones and signage on the day.
